Дорогая Нина Петровна (you put a name of your fiance's mother), поздравляю Вас с Днём Рожденья! Желаю Вам крепкого здоровья, успехов в делах и всего самого наилучшего.

| Dear Olga, Thank you for a quick response. I forgot to mention that my fiance's mother is a retiree. Google translates it as I wish her good luck in business. I would really appreciate if you could adjust the greeting for my case?

This greeting fits retiree perfectly.
In Russian the word 'дело' means any deed, any business, therefore the above greeting is absolutely appropriate for everybody.
