Pronunciation of Russian е and э

I wonder what's the difference between Russian е and э. For example : on some websites I see the English name Nancy written with е and on the others with э. what is the rule?

Yes, it's true. You can find both: Нeнси and Нэнси for Nancy, Джексон and Джэксон for Michael Jackson. Of, course it's pronounced with э (the sound is harder than е). But very often with foreign names we go with е : Ненси Рейган, Майкл Джексон, even though we pronounce them with actual э sound.

No, with Russian words there are strict rules, and we never switch the letters in Russian words.

Actually, it isn't important how will you pronounce English name, with "е" or "э", because any way you'll be understood right.
"е" sounds in the word "get"
"э" sounds in the word "spell"
